By the time Tokoyami got to the roof of the building, an impatient Hawks had already captured the villain that he and his team were after. The boy was getting used to the sight of prepackaged villains, tied and bound by Hawks, ready for processing. The police and other sidekicks arrived moments later to take the villain into custody.
"How about we take a breather?" suggested Hawks, passing out soft drinks to his team. One of the sidekicks asked when the boss had the time to buy refreshments, so Hawks explained that during the chase, he'd rescued a lost child, and the grateful parent had offered the drinks as a reward.
So basically they start a villain chase, Hawks is like, I'LL GO AHEAD, he shoots off, he sees a lost child, he reunites the kid with their parents, the kid's parents buy him sodas, THEN he goes and finishes up the villain chase, knocks them out, and ties them up.
All this before everyone else even like?? Gets up the stairs??
Personally, I, the player, have a hard time conceptualizing how fast you would have to be to pull this shit off.
